🌾 N.I.C.E. Foundation Rural Housing Initiative
The new Oregon Homes pre-approval program (HB 2258) and the updates to middle housing rules (HB 2138) could be a powerful lever for your our N.I.C.E. FAMILY HOMES program.
What the “Oregon Homes” Program Actually Means for us:
Under House Bill 2258, the state will create pre-approved housing plans.
That likely means:
• Standardized, state-reviewed housing designs
• Faster local approval
• Reduced permitting delays
• Clear siting standardsLower predevelopment risk
For a nonprofit like N.I.C.E., this reduces one of the biggest barriers: time + uncertainty + soft costs.
If siting rules become more flexible under House Bill 2138, we could:
• Use pre-approved small homes or cottage clusters
• Build transitional housing tied to trade school or land stewardship programs
• Pilot prefabricated or modular housing (which the bill specifically addresses)
That could support:
• Trade school students
• Apprenticeships
• Workforce housing tied to preservation and land work
It reduces our build cost AND speeds up mission deployment.
Here’s how we can strategically use it:
Yamhill, Oregon Pilot Community Strategy
The N.I.C.E. Foundation is developing a rural workforce and community stabilization housing model in Yamhill, Oregon. This initiative supports affordable housing, workforce development, land stewardship, and rural economic sustainability under the N.I.C.E. Foundation umbrella.
This housing initiative is separate from The Oaks Legacy Ranch.
The Oaks Legacy Ranch remains dedicated to:
• Therapy programs
• Clinic Programs
• Community events
Housing development will occur through program N.I.C.E. Family Homes. The foundations housing programs will be on separate purchased parcels.
About the Yamhill Pilot Location
A pilot implementation site for Oregon Homes in rural revitalization communities.
That builds visibility + relationships with the state.
Yamhill, Oregon is a small rural community located in Yamhill County within the Willamette Valley region. Working inside city limits provides major advantages for early development because municipal water and sewer systems already exist, reducing infrastructure complexity.
Development alignment will occur with:
• Oregon Department of Land Conservation and Development
• Local city planning and public works departments
Early coordination with local planners ensures that housing development supports community comprehensive plans and infrastructure capacity.
Housing Model: Blended Workforce Community
The N.I.C.E. Foundation is designing a blended rural housing community that serves:
• Workforce employees
• Environmental and land stewardship workers
• Trade apprentices
• Moderate-income community members
• Mission-aligned program participants
A balanced housing mix helps create financial stability while supporting community mission goals.
Proposed Pilot Size
• 10–20 housing units
• Small cottage-style homes
• Duplex or multi-family units where appropriate
• Shared community green space
Housing Design Strategy
Housing will align with Oregon’s statewide housing policy reforms including:
• House Bill 2258 — Oregon Homes pre-approved housing framework
• House Bill 2138 — Middle housing and prefabricated dwelling flexibility
These policies support:
• Faster permitting
• Reduced architectural costs
• Standardized housing designs
• Increased housing production efficiency
Infrastructure and Funding Strategy
Because the pilot is planned inside city limits, housing development will primarily use municipal utility connections when available.
Additional infrastructure and development support may come from:
• USDA Rural Development — Water and wastewater infrastructure financing
• Business Oregon — Infrastructure and economic development programs
• Oregon Housing and Community Services — Affordable housing programs
• These funding streams help support:Construction infrastructure
• Engineering and feasibility studies
• Community utility expansion where needed
As soon as the rules are finalized we can say,
“N.I.C.E. will leverage Oregon’s new pre-approved housing framework under HB 2258 to accelerate affordable and middle housing delivery while reducing development costs and regulatory delays.”
🔥 Why This Model Is Politically & Strategically Smart
Oregon needs:
• Workforce retention
• Rural housing
• Middle housing
• Land preservation
• Reduced sprawl
• Faster housing approvals
• Your model addresses all of those.
That hits every legislative theme.
🕰 Long-Term Vision
After successful completion of the Yamhill pilot community, the N.I.C.E. Foundation plans to replicate this model in additional rural Oregon towns.
The long-term strategy includes:
• Standardized housing designs
• Reusable financial and development models
• Workforce training partnerships
• Rural preservation and community revitalization projects
This creates a scalable rural housing network across multiple communities.
Why This Matters
